Factory short barrels

Do the short barrels from today’s factories still inject more gas into the system than is actually required?

Seems like almost every short barrel AR I've come across is overgassed right from the factory. They set them up for worst-case scenarios which ends up meaning there's just way too much gas in regular conditions. The first upgrade I always make on short barrels is an adjustable gas block.
